complexity

Consider psychohistory: it is stated that laws can be applied with high probability to society but not to an individual. This begs the general question: why and how are systems simpler than their constituents? Why does complexity tend to "cancel out"? In which cases is it possible to simplify a model simply by combining more complex models? 

I think the world is ready for the story of an ugly duckling, who grew up to
remain an ugly duckling, and lived happily ever after.
